Layout Issues
Many of us probably have at least 4 or 5 different game systems floating around our homes. Out of a matter of curiousity, which layout do you prefer? and, what would be an ideal layout to get your interest in a game and be the most helpful to starting a game up?
What I mean by this is the order in which elements of the game are introduced in a book, such as Atmosphere story first, Game Mechanics, Character Generation, System Rules, and Other (whatever other may be, to loosely detail White Wolf style).

Layout Issues
firstly, I think WOTC method is near perfect. I have yet to find a wotc game system where I had trouble finiding stuff or had much trouble learning. Their introduction in each chapter is very nice and organized.
Secondly, White Wolf books are crap (layout and organization wise). Often I found contradicting rules in white wolf player's guide books. Also Maybe you will find one very important rule about blood points in page 135 under some discipline, and then you will never find that rule again anywhere else. Their books often also refer to other whitewolf books for important informations (almost in every other page actually). I actually also have great problems with white wolf authors, seeing how they end their stories, but that doesn't relate to this.
So basically I prefer following method.
1. Character Creation Basics
2. Details on Main Abilities.
3. Races/Classes
4. Skills/Feats/Spells
5. Equipments
6. Combat
7. History/Information on Religions, Deities/Adventuring/Other necessary rules.

I'm with Darklook on this, i want to know how to make a character, then how to use it, then all the fancy rules i can use to spiff him up, and it should be in some logical order :P

Layout Issues
classic D&D is also well known, and the generic fantasy setting comes without background and atmoshpere. Since there are no heroes in the generic setting.
What about expansions, like Ravenloft, Greyhawk, Darksun, etc. while new feats and skills are introduced, game system is also lightly touched upon, in particular when new rules or rules mods for the setting come into play?

Greyhawk, Ravenloft aren't systems. They are settings. Both of books focuses more on history, place and people so that the DM have better understanding of the setting before picking out an idea from it and running a campaign (For example Vecena and Kas). They are not really a player's book.
When new rules, mods and setting comes into play is totally depends on the dungeon master/game master.
